Doug,
Where does the constitution allow the congress to set the executive
as a proxy for anything that falls within its scope? Simply because they
wrote a law saying the president can send troops witout their approval,
doesn't mean such a law meets the standards imposed by the constitution.
Congress, and congress alone, has the ability to declare war. Doesn't
matter who voted what funds where. There is no tacit implicaton of war.
There is also no officially declared war against "terror" contrary to
popular opinion.
Have you read our constitution? The invasion was unconstitutional.
It should not have occured in this manner.
