My Quake clan used to use Battlecom from Microsoft for matches. It was
discontinued when MS integrated the DirectPlay stuff into DirectX.
It's still around though.

Check out the DirectPlay API. There is even a way to access
DirectX stuff through .net which I have been wanting to play with.
Wolf is OpenGL though...you probably would have to go straight C++.
The source for Q3 is available...not sure about Wolf, but I'd guess
downloading the source would be the place to start.
