My Quake clan used to use Battlecom from Microsoft for matches. It was discontinued when MS integrated the DirectPlay stuff into DirectX. It's still around though. http://www.battlecom.org/
Check out the DirectPlay API. There is even a way to access DirectX stuff through .net which I have been wanting to play with. Wolf is OpenGL though...you probably would have to go straight C++. The source for Q3 is available...not sure about Wolf, but I'd guess downloading the source would be the place to start.
