I assume you mean did NOT read - and I concede the point - however - our
laws do not stop at life, liberty, and property. What if the parents
thought it was ok for their 11 year old daughter to get married and have
sex? The daughter won't die - but if their religion says this is ok,
should be allow it?

That's not the argument though! The argument is - Does she have the
right to wear her veil and still get a license if the rules for a
license dictate that she not wear a veil for the picture. Her right to
wear a veil doesn't "overrule" the other laws I would think.
