I didn't read the entire thread, but I used to work in a shipping
department. Before contesting the charge call Best Buy, and tell them
you didn't get the item and to file a tracer. A tracer is UPS's method
for proving delivery, usually takes a week max. If they are unable to
prove delivery, they issue a claim to the shipper, and UPS pays for
the item. They almost always will send an actual person to the place
the item was actually delivered to.

If Best Buy refuses to file a tracer...then dispute the charge.
