Robert Cailliau (had to look up his name) co-inventor of the web with Berners-Lee was very big on mandatory licensing for Internet users. I believe Berners-Lee also addressed the issue in his book a few years back. At one time the w3c was even looking into it.
He said, once a violent crime is traced back to an event that occurred online...the idea will start being taken seriously. I totally agree to an extent...I think there should be a license for a direct connect to the net at large, meaning you get a socket with an Internet addressable ip.
