AFAIK, you have to take them to court in order to get anything legal
going. If they fail to show, then a judgement lien can be put upon them.
I don't think you can put a lien on someone without the hearing, but if
you have a signed rental agreement then you may have some options. Of
course, you would need to talk to a lawyer to get anything like that
sorted out.

Sorry to hear about the situation. I hear so many bad things from people
who have rented property that it just seems like it's always going to
bite you in the end.
