Well we have a lease, and late and bad check payments, but she won't return my calls or anything for e to try and collect. It looks like I may have to both take civil and criminal action. It's a long drawn out process. Basically I have to send her a certified letter, wait ten days, then let the DA know she still hasn't contacted me. Then they arrest her (passing a bad check is still a crime) any criminal charges would be taken care of by them. Then I have to go back down to NC and take her to civil court for the money. Man is this annoying.

If they fail to show, then a judgement lien can be put upon them. I don't think you can put a lien on someone without the hearing, but if you have a signed rental agreement then you may have some options. Of course, you would need to talk to a lawyer to get anything like that sorted out. Sorry to hear about the situation.
