In Washington State they have made bullying illegal in schools, anybody 
who sees it or is a victim of it is to report it (I guess intimidation 
can be legislated?), teachers are supposed to act on it immediately by 
filling out a report for each incidence for all involved parties to the 
extent of interupting regular lessons to do so e.g., if it happens in 
class a teacher is *not* allowed to correct/deal with and continue with 
lesson, law essentially gives the bully exactly what he/she wants, 
attention, by making the teacher put everything on hold to fill out a form.

not a great way to spend time in the classroon IMHO.
