These are things that change one mind at a time, like racial prejudice. For a start you quit seeing it as something that is ok. The teachers stop it when they see it, the parents listen when the kids tell them about it. And that would be a good start.
Apparently the parents of the kids being sued aren't seeing the problem. Maybe the lawsuit will help them see that yeah, there is something wrong here. I can't imagine my kids being involved in something like this but if they were they *would* present themselves to the victim and his family and apologize, if they had to do it with my foot up their butt.
