Here a first occurrence draws the offender an in-school suspension.  second
offence gets a parent conference, and the third offense transfers the bully to
the Alternative school for the remainder of the school year.

| who sees it or is a victim of it is to report it (I guess intimidation
| can be legislated?), teachers are supposed to act on it immediately by
| filling out a report for each incidence for all involved parties to the
| extent of interupting regular lessons to do so e.g., if it happens in
| class a teacher is *not* allowed to correct/deal with and continue with
| lesson, law essentially gives the bully exactly what he/she wants,
| attention, by making the teacher put everything on hold to fill out a form.
