When you join the military you sign away most of your rights, however there is medical care provided for those that go through traumatic events.
I witnessed a murder at 8 (along with a hundred other people). Should I have had the right to sue, no, it wasn't targeted at me, although you could make the argument. If you saw someone having sex in an alley, well 1 your an adult, and should be able to deal with that, and 2 they were breaking the law and so you might have some sort of case. Now in this case, the images of a minor were released, and even eventually his name, without his parents permission. Open and shut as far as I am concerned.
