Well, I think there is something about being a President.

Only the sitting and former Presidents will ever know everything that goes
into that job.

I imagine most former presidents will refrain from criticizing other former
presidents or sitting presidents when it comes to the military or other
security interests. Only people in that position can understand the amount
of information available during the decision making process.

Obviously Clinton may disagree with some part of Bush's economic plan, and
may talk about that.
