I am surprised it took this long to start targetting non-US targets. If they
had bombed the first of the non-coalition troops (such as the Dutch) the 
second they set foot on Iraqi soil, there would be nobody willing to send 
any more troops. That would ensure a few more years to leisurely kill more 
US servicemen.

The obvious strong man to step in is Saddam himself.
He did it before.
