There's a reason its called gerrymandering (historically, re-districting is done after a census to ensure representation per state based on the reapportionment of the population).
This was done after the census (as required by law). What the republicans are trying to do is to redistrict after its already been done. Whether its legal or not I don't know, I don't know Texas law.
