Great work! (now a couple of nits - which you asked for)
I wish the color blue on the News cap was the same blue as everywhere else. I wish the news box wasn't a weird green while loading. I wish the whitespace below the left menu was tan. I wish the date in the first red bar had some padding between the right edge and "2003" I wish the scrolling News had some padding between the left edge and the text. I wish the scrolling text _stopped_ when I moused over it. It is hard to hit a moving target (for some of us). I wish the white line above the "About the State Dept." button on the left edge continued on the other side of the seal for the other blue buttons.(the blue box drawn over them covers it up) I wish the more> link in the middle of the page followed the anchor tag hover convention of all other links (underline on hover) I wish the blue buttons told me which section I was on (once leaving the home page) I wish the seal was clickable to get "home" I wish the home page had the same red footer rule at the bottom (or the sub pages had the same grey dashed rule) Very nice.
