You want to break the will of your opponent and get more recruits. 
If  several small bombings in places like Roosevelt Mn get page 12 coverage 
if at all, how many Americans would notice? And as importantly how many 
Saudis, Yemenis or Egyptians would pay attention to it as well. On the 
other hand a large bombing in New York, Washington, LA or Seattle would get 
much more noticed. Hence more recruits and it would be more likely to sap 
the will of your opponents. Its a hearts and minds campaign in a way. 
Vietnam was not lost in Vietnam for instance but in the American heartland. 
Similarly the war on terrorism will be won in the US heartland and on the 
streets of the Islamic world.
