Major attacks are done by people who have no idea how to cause psychological
terror so they go for size. Lets go back a few months to the sniper attacks in
DC. Was that a major attack? nope. Was it totally effective as a terrorist
attack? yes. It caused people to fear going out. It caused people to doubt the
effectiveness of the police. It caused terror on a national scale as others
worried about it coming to their states. It was even on front pages on a regular
basis. This was a perfect terror campaign and it was done by accident.

Look at Iraq. What are the terrorists doing there? They're showing the people
that America builds something and it can be destroyed in no time. They're
showing that our troops can be killed at just about any time. Not a lot at a
time, but one or two a day. This is even more devastating. Whoever is behind the
attacks in Iraq is someone who knows what they're doing.

In terror, size only matters when skill does not exist.
