Sandy, I'm just skimming it, and while it certainly is _wrong_ to fake events to get America in war, it seems like the document is mentioning only SIMULATED attacks on America/Americans. I think the worst thing it mentions is wounding Cuban exiles in Florida. Still bad - but not as evil as lets kill a bunch of Americans to encourage us to attack Cuba. Did you get that as well from your reading? (Or have I read too quickly?)
