If you are trying to say that Winnipeg is smaller than other capitals (which is what I get from the comparison of Portland Maine to Washington DC) then, well, you are are wrong. There are depths and depths to small in Canada. Yellowknife would be a capital city that is smaller and so most likely would St. Johns' and Charlottetown...Maybe others. Too lazy to Google it, but those I am pretty sure of.
