Fata is official PA. Arafat has been protecting a number of terrorists wanted by Israel in his office. He has included Hamas people in his cabinet. The PA has been shown to be smuggling weapons. And finally, the PA totally refuses to stop the terrorists. This pust the onus on them. If Israel is blowing up the house of a terrorist, the reason is that the terrorist wasn't stopped by his own people (as stipulated in agreements).
