Government. Why? because they hosted the insurgents/Criminals/terrorists etc.
Where in any convention is there a requirement that the defended provide
compensation to the enemy or the enemy host? That is about as ridiculous a
concept as can be.
In the case of the US, The president, with the concurrence of the US Congress
has declared War on terrorism. Terrorists are without country boundaries.
When the US wages war it is with the military. Why can this not be the case
with Israel, etc?
| Yeah I heard about it all. But wasn't sure if a military strike was the same
thing as a "war". if they were actually at war i wouldn't question about
compensation. But I thought these military strikes were just aimed at a group,
not a nation or country, so thats why i wondered if the innocent people of that
country/nation/settlement/pickone get compensation.

| Here's an example if you would like to know what I mean. let's say a french
terrorist group blew up our buildings and we fly our planes over there to kill
them, and in the act, damaged some french business that had nothing to do with
it. i would like to think that those people would get compensated.
