be paying off.
That gamble is that killing Iraqis that help the US will turn the population
against the US based on the, "you're the occupiers and before you got here
people weren't blown up daily" principle.
I'd say the increasing coordination of these attacks says that that is
indeed what is happening and so they're stepping it up.
Bill's logic is, "(more deaths) != victory" - seems very sound to me.
