Large bodies of water act as giant heat sinks. They can dramatically cool
moisture laden air causing more snow in the vicinity. But since they also
retain their temperature, they also act as a source of moisture to replenish
the water vapor in the air. It's pretty common to see a haze of evaporation
fog caused by the cool air moving over the warmer body of water. Also, it's
pretty common knowledge (though I don't know the exact physics) that it
can't snow if it's too cold, so the lakes/oceans keep the temp up near
freezing or so, allowing for snow. But while there's more snow, the temps
are also generally not as low as inland.
