Do you still have a link for that setting? Mine has the same issue - it
"auto senses" and turns off, but doesn't do it properly

I've currently got 2 PCI slots, which I had 2 PCI graphics cards, but
they're too close together and over-heat (which is a smidge of a
problem), which is why I want a PCI-X compatible card (5 PCI-X slots and
2 PCI slots)

If I can find a way of switching it off permanently, then that'll solve
a LOT of problems
