Not so. English common law is the ethical foundation of our laws.

You do live in the U.S., right?

As far as the Declaration of Independence being the philosophical
foundation of our laws, that is debateable. Most of the ideas set forth
are restated from certain Universalist tracts of the time, which would
mean (to me) we owe the philosophical pathos of our government to
Rousseau and other French philosophers. Certainly you can feel free to
argue this one with me all you want.
