Testing.

If a mail server accepts email from an arbitrary address to an arbitrary address, it is an open relay. Most blacklists are very open about the way they test systems and just explain the procedure on their website. (They have to be open, because otherwise nobody would use them.) Some even show you the exact test message that was used:
http://www.ordb.org/ (I would use this one to block)
http://dsbl.org/ (I would use this one as a SpamAssassin +2)
