I feel like a mechanic talking to a guy who says, "So I just poke it
  with a wrench, right?"

Okay, here's the deal.  If you have an NTFS partition (which is likely
if you're using 2k or XPPro, and I think XPHome uses them too) then a
win98 boot disk won't read the drive at all.

  Assuming you've got a FAT32 partition (win98, winME, etc) then a boot
disk should be able to read the HDD.  To get the boot disk to recognize
the external HDD, you'll need a driver that will recognize and load a
USB drive.  This *might* be included with the external drive, but no
bets.  Most only ship with the bare minimum you need to get them working
with Win98+.  This means you'll have to find one.

If any of this confuses you, I'd reccommend finding a knowledgable
friend or hiring a professional.  I'm not saying this to be harsh, I'm
saying this because if you don't understand what I've said, chances are
that the learning curve is going to be pretty steep.
