Yeah, but not IE. I think the point is that it cannot be used
universally.

One thing about an animated gif, in terms of usability. Motion is the
first element of design the human eye picks up on. Doesn't it seem like
an animation in the location bar would be fairly distracting, and take
away from the content on the site?

I ask because I recently had to talk someone out of going this route.
Besides the fact I did not feel like make a 16 pixel animation, it just
seemed a little cheap.

Mozilla lets you use any image as favicon, even animated gifs.
