You can easily solve this problem (even for classified military projects) with removable hard drives.
I usually use internally mounted drive bays and removable HDs with rails.
Couple this with a nice lockable safe, and you are good to go.
One note from experience: do not accidentally electrify the outside of the file cabinet or safe. It will erase or damage most media stored inside.
