The polls just before the attack showed a clear lead for the Parti Popular. That didn't really change with the attacks, but it did change when the news about media manipulation regarding the attack leaked. The Parti Popular gambled big time with attributing the attacks to the ETA and instructing officials (ambassadors abroad, high ranking policemen etc.) to denounce any claim otherwise. When it became clear that there was significant evidence of involvement of others, people were outraged.
