You're analysis is that those service men and women, junior service men
and women, acted this way completely on their own and independent of any
higher authority.
And also that higher authority was completely without knowledge of
anything that was happening.
I'm not of the same opinion. I think your last paragraph sums up my
view.
In other words the attitude started from the top, and filtered down
through the ranks
who we see were sadistic, callous individuals. Therefore without the
dictatorial control of command and authority, and left to their own
devices they did these acts.
Ergo they were animals. They had to be a**holes to begin with in order
to stomach doing what they did.

The administration had already started the chain of events that lead
to these abuses by saying that they would not be following the Geneva
Conventions. Then by taking the attitude that all was OK because of
post 9/11, that was giving a green light for something like this
happening. I do not know whether it was ineptness or by design (which
is more distasteful actually) but as far as I can see if Bush isn't
kicked out of office this November, this country may be at war with
the rest of the world by the time he's done.
