That sounds like a pretty big problem to me!

I appreciate your suggestions, and I will try to incorporate a few.  Our
situation is that this is not a new development project.  We have inherited
code from a previous developer who, evidently, either had some other system
for managing development environments or (more than likely) had no regard
for these issues.  As a result, there are a lot of pre-existing problems
which would make it difficult to do things as you describe.
