what happens if you try to execute it after su-ing to apache?

Which is the error? Have you looked in the cold fusion logs directory? 
cfexecute generally creates the document therein.
I'm almost sure I used htmldoc with cfexecute and it worked (debian, cf5 or 
cfmx)
