Have you looked at your CF and web server log files and looked for any 
long-running pages? Have you checked the option to log slow pages after a 
set amount of time? I'm not saying that your problem is with your 
application (vs. your system configuration), but I find that when most 
people run into this problem, it's some long-running page or pages that 
drains system resources.
