Boot from a rescue disk or live cd to examine and correct the file system.

A good live CD is knoppix, where you can run an entire Linux OS off the CD
and provide mount access to all partitions on the hard drive.  I carry one
with me all the time :)  

If using knoppix for example, when it starts up you are an unprivileged
user, but just su - and then don't provide a password and you'll be root.
As root mount the partition containing the /bin directory (i.e., mount - o
rw /dev/hdaN for the N partition on the first hard drive).  Knoppix provides
little mount icons for each partition on the desktop, but double clicking
them mounts them read only.

Red Hat and Suse come with rescue disks which aren't as nice as a Live CD
like knoppix, but they'll do the trick.
