Boot from a rescue disk or live cd to examine and correct the file system. A good live CD is knoppix, where you can run an entire Linux OS off the CD and provide mount access to all partitions on the hard drive. I carry one with me all the time :)
If using knoppix for example, when it starts up you are an unprivileged user, but just su - and then don't provide a password and you'll be root. As root mount the partition containing the /bin directory (i.e., mount - o rw /dev/hdaN for the N partition on the first hard drive). Knoppix provides little mount icons for each partition on the desktop, but double clicking them mounts them read only.
