After many rounds, I settled on "Attributes which affect the interpretation of 
values" for a single collective description of those active attributes.  It's 
not perfect but I think it will suffice.

I enhanced some wording in the third paragraph concerning purely descriptive 
attributes such as `long_name`.  However, I did not want to move it below 
`formula_terms` as you requested.  Notice that `formula_terms` is not a simple 
paragraph, but rather a longish subsection with two paragraphs and a long 
`formula_terms` code example.   The second and third paragraphs of 7.1 together 
(current rev), make up a good and consistent introduction to the whole topic of 
boundary variable attributes.  Therefore I feel that this "purely descriptive" 
third paragraph is best coupled with the second paragraph, and would be 
somewhat lost if it were moved below the entire `formula_terms` subsection.  
Think of it as dealing with the simple cases first, and leaving the complicated 
one for last.

Further suggestions are welcome.
