IIS would stop serving at "normal" speed with more connections. What's 
normal speed...with 0 connections?

I too, have a similiar problem with one server. It runs beautiful. But 
I can't stop or reset IIS. I mean, I can, and it starts up again but 
it doesn't resolve pages. I have to reboot the server. Don't know. 

What does the memory look like? How about CPU usage?
