If ColdFusion (JVM) runs out of memory you could get a "stop the world" effect as it Garbage Collects.
Again, what are your JVM settings? How much RAM do you have in the box? What type of Garbage Collection are you running? If CFMX runs out of memory on the heap and need to allocate some, what does it do? It is possible that our CFMX is hitting the Xmx limit, and then everything just stops and waits until some memory is cleared by the GC? That would explain the tiny bursts of activity every minute... the minor GC passes freeing up just enough memory to process a handful of templates before memory runs out again. I suppose that the world becomes unfrozen when a major GC pass occurs. I always thought that if CF ran out of memory it would restart or throw OutofMemory errors or something...
