Open up the Internet Services Manager. Right click on your server name and
hit Properties. Hit edit on the WWW Services. Hit the Home Directory tab.
Click on Configuration...
On the App Mappings you need to add .cgi and .pl mappings to
c:\perl\bin\perlis.dll
