It sounds like you've got a page which has some part that's under authentication, although the page itself doesn't require authentication. This could be an image, or a JavaScript file. For example, if you're using CFFORM, CF will include a reference to /CFIDE/scripts/cfform.js. If you don't allow unauthenticated access to that file, you'll get a password prompt even though the rest of the page will render fine - and if you don't authenticate, the browser won't be able to fetch the JavaScript file.
