Tony, You have a permission problem. Tell us your platform and web server (IIS and Win2k?). You will need to check permissions on:
files (web root files, cfusionmx files etc), Services - particularly CF services. IIS permissions - ensure that anonymous access is enabled for each directory that is appropriate.
