Don't know about the lowest cost, but HostMySite.com is one of the best services I've found to date.
We've got dedicated servers there and they're great. We were with Rackspace before but it was TOO expensive. HostMySite.com's service is just as good, more personal and they're quite knowledgeable when it comes to CF.
