I believe they're usually html, but I know I've seen at least one of them done with Flash. It's probably doable with the dhtml / css in Netscape and possibly in Moz. ... I know it wouldn't work in Opera thanks to the lack of DOM support, although my understanding is that later versions of Opera will change that.
