Timothy - My understanding of the Web edition is that it is intended to be used exclusively for deploying Web pages and Web services. That being said, the internals of the server are geared very differently to accommodate this role (read: it gives extremely high priority to anything related to .NET).
SQL Server, while it is often installed on the same box as the Web server, really isn't a 'Web' application, thus they singled it out. While you could install Oracle, MySQL, Postgres, etc. to get the machine setup the way you are used to, either a different Windows 2003 edition or a database server would be a better choice.
