Well, do you think every PC that she is tryied to use has cookies disabled? Also, if cookies are disabld logins still occur, but last only for the duration of a single request - this would be fine if you pass login information with each request.

If you are not going to use cookies, get rid of <CFLOGIN> tag and use <CFLOGINUSER> by itself.
