Certainly could be if she is in a company that doesn't allow cookies on

Correct, which is what it sounds like is happening to her.

If she is using MX 6.1, and has tied it to sessions, than yea, she can
use session.urltoken in her links.

cflogin is required though to help enforce authentication checking.
Also, afaik, cfloginuser should only be used inside cflogin.
