Sure. Maybe you can't have a totally static site, but arguably most
sites display content that is better represented as a static entity that
doesn't eat CF or db resources. The resource savings can be dramatic
and go a long way to extending servers' capacity under load.
Ideally, your cms needs to give you the alternative of dynamically or
statically presenting a page; or to select areas of a page that are
static and others that are left dynamic. YMMV depending on your content
and your cms.
