Um, no. Imagine I change one code in a file. Now imagine 2 months later I
see something is going wrong. By using VC software, I can look at what
changed and see where the bug came from.

No, again, see above. Normally you make a change on dev. You like it. You
push to stage and really test it. You then push to live. Now all three boxes
have the same code. Now imagine a bug pops up. Well, how do you find the old
version? With VC software, it is a snap.

CVS. In the past I've used Visual Source Safe, which is super easy to setup,
and Perforce.
