Additionally, knowing that Americans don't like International
standards, look at ANSI X3.30, which is the US standard that
specifies the same format. And if you are doing work for the US
Federal Government, look at  FIPS 4-1, which mandates ANSI X3.30
for some government contract work.

Yes, it should be unambiguous.

It is probably the best format there is. It is unambiguous, it is
the standard and it can be sorted as a string.
