Yes, code is most of the times just ok. It is the underlying part which locks up, and imo, should never lock up, not even when I do an endless loop. It all depends on testing different types of drivers, change configuration files, monitoring what happens with memory usage while traffic grows etc. Depending on how quick you find the right stable configuration, it is a very intensive job, and will cost you a lot of money.
